This rule change would eliminate the Council meeting on the third Tuesday of August and the first Tuesday of September each year, making the third Tuesday of September the first official meeting of that month. The gap created by skipping two meetings could delay public hearings on zoning cases until November and would remove any opportunity to defer mayoral board and commission appointments made during a roughly four-week window in July and August, meaning those appointments would be automatically approved if the Council hadn't acted within 60 days.
