Right now, Nashville combines two pieces of legislation — the state-required bond authorization resolution and its own capital spending plan — into a single document, which makes it harder to move unspent project money around without restarting a lengthy state process. This change formally separates the two, keeping all the detailed project cost and itemization requirements on the capital spending plan while freeing the bond resolution to meet only what state law requires. The result is that the Metro Council can reallocate leftover capital funds more efficiently by amending just the spending plan.
